To provide Cabinet with an update on the progress made on Council’s emerging Local Plan.

Cabinet agreeing to set the date of the Additional HMO Licensing scheme coming into force on 1 May 2019. If agreed, the scheme will last for 5 years before it can be reviewed again. The report sets out the proposed Amenity Standards for Houses in Multiple Occupation which covers areas such as room sizes, number of bathrooms, the fee structure and the proposed conditions that could be attached to a license.

To update and advise of options considered and approval of a new care and support service contract.

To seek Cabinet’s approval to progress the re-procurement of a new Agency Worker Contract to commence in December 2019.

Notes the draft budget and make recommendations ahead of Full Council in February.

To approve proposed changes to the Council’s Housing Allocations Policy as set out in the report.

The report requests approval to proceed with a procurement exercise to ensure the ongoing provision of Microsoft Licences after the expiry of the current contract on 31 March 2019.

To agree to the construction of a new residential care facility on the White Acre/ Dilkes Wood sites in South Ockendon, to enable the Council to provide temporary and permanent residential care fit for the 21^st century. In addition, to develop a plan in conjunction with NHS partners, for an integrated medical centre for South Ockendon on the adjacent health centre site.

Approval of the Annual Report of the Director of Public Health 2018.

To set out the proposals for the HRA service delivery during 2019/20 and agree the budget and rents.

To keep Cabinet updated on the progress of the current capital programme.

To inform Cabinet of the findings of the Council’s Adult Social Care Mental Health Peer Review, including recommendations and next steps.

This report provides Cabinet with a summary of performance against the Corporate Scorecard 2018/19, a basket of key performance indicators.  These indicators are used to monitor the performance of key corporate priority activities and enables Members, Directors and other leaders to form an opinion as to the delivery of these priorities.

To note the councils forecast financial position for 2018/19.

This report is being submitted in order to obtain Cabinet approval to make changes to the existing Fees and Charges Pricing Strategy for financial year 2019-20.
